Rules
 
Balance of Power XVI is a simulation of the world starting on January 1, 1919. Players may join as countries, parties, cabinet members, army officers, militant groups, corporations, individuals, or most any other position they can think of.

The game is played by sending a private message to the Gamemaster (aka GM, person in charge of the game, in this case Ismail) describing what actions you intend to do for the turn. The GM then gives you the chance of success for your actions and their possible results, and runs the chances through a random number generator to come up with the end result.

Each turn represents a month gone by in game. Each turn lasts for at least five days. A turn may be delayed for up to three additional days if at least three players request it.

In addition to publicly available information about countries, international organizations, etc., players may ask the GM for more specific and detailed information (e.g. a President Wilson player would be in a position to be given much more details about the US armed forces and domestic stuff in general.)

Players who are ejected from the game for "historical" reasons (they die, are killed or overthrown more or less as occurred in history) may rejoin as something similar after a period of time. Those who are ejected entirely due to their own efforts (e.g. a US President player that somehow ends up causing the army to overthrow him) cannot rejoin the game.

Actions

Players may ask the GM to undertake whatever actions they can think of. It is up to the GM to decide the chances of success and plausible outcomes and to use a random number generator to determine which outcome occurs.

Some actions will be "processed" as part of the GM doing the monthly turn. Other actions will require waiting for a specific number of turns before completion (such as an economic investment or military repairs.)

If an action is not possible, the GM will explain why, and can also explain what can be done to make it possible (e.g. taking out a foreign loan from another country to pay for something.)

Investments can either be public (whereupon they are noted as such in a thread posted by the GM), or private, though this has a chance of being made public.

Player may post whatever they'd like in their own news threads, whether mere roleplaying (such as the details of a monarch's coronation) or relaying news that the GM or others send them.

Live Threads

These are created in the General Discussion forum area by the GM. What separates these from monthly turn reports is that player responses (privately messaged to the GM) can produce an immediate effect. So for example, if a live thread is created because country #1 has just invaded country #2, country #3 could privately message the GM to deploy its own forces to assist country #2, whereupon the GM would note this in the live thread and what immediate effects (if any) it has.

Only the GM can post in live threads.

Combat

Combat is simulated by the GM, who gives a chance of success for actions undertaken.

Players with armed forces of any kind can be given info on them by the GM.

International Organizations

Various international or regional organizations can be simulated, such as the League of Nations, the Communist International, the International Federation of Trade Unions, Red Cross, etc.

Organizations can have public or private forum areas associated with them. If a player wishes to invoke a particular organization not mentioned in any thread and lacking its own forum area (e.g. someone playing as the CNT in Spain wishing to do something relating to or on behalf of the International Workers' Association), they can simply send a private message to the GM.

If there are multiple players connected to a particular organization, they may have to vote among themselves to carry out its decisions. Certain players can be assigned more or fewer votes depending on the nature of the organization and the forces they represent in it (e.g. Lenin and Zinoviev players would start off with more votes in the Communist International than others.) Such things will be made known to these players.

It can also be possible for "outside" players to be able to vote in an organization, e.g. if there develops within the Labour and Socialist International a wing favoring close collaboration with the Communist International, a Soviet or other Communist player could "represent" this wing in voting even if they lack access to the private forum area itself (the GM would inform the player what the vote is about.)

If players want to create their own private forum areas, simply send a private message to the GM giving the area a name and indicating which players should be in it.

Description: Read in-game news posted by both the GM and players.

Description: Any players may post whatever in-game content they'd like here.

* Paris Peace Conference
Description: To decide upon the content of peace treaties for the defeated Central Powers. This forum is publicly viewable, but only its organizers and those invited to participate may post in it.

Obviously players can think up their own private forum areas.

I anticipate the game being ready by June, possibly May. I'll allow players to reserve positions a week or two in advance.

Right now it's just me reading books and articles to write up country stats and historical events.

We should be getting lots of new players when the game is ready. I know numerous FB users and groups who are willing to join or promote it.

He starts as Governor of the South Pacific Mandate... Its the closest I can get to playing an island nation... Plus I think that will be a fun task to build up those colonies for Japan accurately administer the islands in accordance with the league of nations mandate.

There won't be.

The reason nuclear war is an automatic game over in other BoPs is because I don't feel like GMing an irradiated world thrown back into barbarism. That isn't an issue in 1919, no matter how badly Europe screws itself. :shifty:
