Resolution on DRPK's Nuclear Tests; (revised draft)

1. Condemns in the strongest terms the nuclear test conducted by the DPRK in violation and flagrant disregard of its relevant resolutions.

2. Demands that the DPRK not conduct any further nuclear test or any launch using ballistic missile technology.

3. Calls upon all Member States to prevent specialized teaching or training of DPRK nationals within their territories or by their nationals, of disciplines which could contribute to the DPRK’s proliferation sensitive nuclear activities and the development of nuclear weapon delivery systems.

4. Calls upon all Member States and international financial and credit institutions not to enter into new commitments for grants, financial assistance, or concessional loans to the DPRK, except for humanitarian and developmental purposes directly addressing the needs of the civilian population, or the promotion of denuclearization, and also calls upon States to exercise enhanced vigilance with a view to reducing current commitments.

The Russian Federation wishes to request that point 4 is altered to not prohibit grants, financial assistance, or concessional loans to the DPRK that are aimed at boosting the economy of the DPRK. Such loans would need to be observed by the nation providing the loans/assistance to ensure the project/s are carried out fairly and to the benefit of the DPRK's economic well-being. As we have stated in the DPRK's embassy, we see increasing the DPRK's stake in the global economy as the primary method through which we can achieve an end or suspension to the DPRK's nuclear program.

When they have a stake in the global economy there is a huge incentive to not continue their nuclear program and provoke nuclear war - the DPRK feels their security is under threat to the point that they need to acquire the ultimate security insurance, we must work together with them to provide incentives to integrate more with the world economy (and permit them to do so, rather than forcing them into isolation) rather than simply punishing them into further and further depths of desperation.

The US would like to point out that the DPRK has repeatedly shown absolutely no regard to the international community or the safety of its neighbors, and violated UN resolutions and condemnations ad nauseum. The DPRK denounced the condemnation in 2006 (res 1718) and announced that the UN and the DPRK were essentially at war and that it was prepared to enact merciless retaliation

In 2006 the Chinese leadership took the same stance as you take today, that the 2006 resolution could keep things calm and continue the diplomatic endeavors for the demilitarization of the Korean peninsula and the normalization of relations between the countries concerned. In 2007 the six-party talks reached an agreement with the DPRK which included the stipulations following

* DPRK agreed to disable all nuclear facilities subject to September 2005 Joint Statement and February 13 Agreement, including the disablement of three facilities at Yongbyan by 31 December 2007: the 5 MW Experimental Reactor, the Reprocessing Plant, and the Nuclear Fuel Rod Fabrication Facility.
* The DPRK agreed to provide a complete and correct declaration of all its nuclear programs in accordance with the February 13 agreement by 31 December 2007.

In exchange the DPRK got plenty of humanitarian aid, and in return we got an incomplete list of nuclear programs and renewed activity.



The DPRK has shown that it cannot be trusted to be relied upon for any sort of redeemable nature, we must apply pressure or accept the DPRK's action, there is no such thing as effective polite pandering and concessions with the DPRK.

The Mexican government hoped that further condemnation of the DPRK would not be necessary, but as has been pointed out by the US delegate, the DPRK has no intention of sticking to any agreement, multi-lateral or otherwise. As the situation stands currently, Mexico supports the current resolution as well.
