Posts: 664 Group: Gamemasters Member #1,766 Joined: October 9, 2017	The general assembly has asked the Security council to debate and vote on the following measures. UNSC POINTS 1. AU troops permitted for a rise in manpower from around 8,000 to 15,000 troops. 2. AU mandate is extended to January 1st, 2011. 3. A small detachment of professional and modern forces from the UN is sent of up to 15,000 peacekeepers (15 Units, Ukraine will send 1 Unit and use AU bases along with the rest of the UN, more can be sent on request) to train, support and help the defenses and attacks on Extremist and groups classified as dangerous to Somalian stability. This is a discussion and voting thread.

Neighbourhood Zionist Posts: 3,570 Group: Super Moderators Member #198 Joined: March 9, 2013	Whilst we support the intentions of this resolution, Qatar is unsure as to the necessity of such a high amount of "modern" trainers equalling that of the total AU peacekeeping force. As such we support the resolution including updating the mandate of the AU however we believe there should be a significant reduction in the apparent need for trainers. We are however interested in others input and the views of the AU.

"A Man of Love, Compassion, and Honesty." -Ismail Posts: 2,117 Group: Members Member #1,667 Joined: May 11, 2017	Before I speak to help with Qatar on the understanding of why so much manpower is needed I would like to thank the Turkish Delegation for inviting me to speak in the UNSC on behalf of this resolution. The Nation is split in three with the majority of it being under control between two governments (Somaliland and Puntland), with about 65% of the nation is completely under control of the Al-Qaeda connected Islamic Terrorist group Al Shabaab, this could become the new safe haven for groups like Al-Qaeda to make their profits, recruit, and prepare for terrorist attacks throughout the world. Not only do we need to apply pressure to these governments to join together, these Peacekeepers won't just be training forces but will support the AU forces in their fight with Al Shabaab, protecting UN humanitarian and refugee camps, preventing outbreaks in fighting between Puntland and Somaliland while establishing diplomatic talks. This, as seen here, is the reason for a large amount of manpower. The AU obviously needs help as seen in the past, we can not allow this nation to fall and leave a much larger power vacuum for Al Shabaab to fill. This is a threat to international security not just one of Somalia, ending it here can be quick or we can allow the end of the Somalian government altogether by promoting status quo which will allow it to collapse completely. I'm positive that if we don't act someone else will and will be disastrous for Somalia and the people there.

However, there seems to be no recommendations as to alternative governance for those living under "Islamist" rule. Are we legitimating the Islamic Courts Union as a partner with the Transitional Federal Government? Is this something both sides have agreed to?

We will be trying to solve a peaceful resolution between the two but they were literally created to rival the transitional government, due to their strict policy of Sharia law I believe we should not support this group in the first place as they are just terrorist groups that formed together to fight against the transitional government.
