Ladies, gentlemen and comrades, we have a serious issue growing in the very lifeblood of Southern Europe, Northern Africa, and the Middle East.

We propose the formation of a Mediterranean Environmental Organization, composed of those nations most afflicted, a commission which will oversee the issue of marine pollution, bring together the scentists, economists, agriculturalists and other specialists of all involved countries, and put forward direct methods of solving this problem (or at least easening its effects). Up north an equivalent of this alteady exists, the Baltic Marine Environment Protection Commission, and I'm sure the UN's own recently founded environmental agency can provide some support.

Taking action is of huge importance, if we are to keep our cargo lanes passable, our fishermen employed and productive, our national floras and faunas healthy, and our tourist sectors active.

We invite the following states, those most heavily affected, to join the MEO:
  • Libyan Arab Republic (Smyg - Naturally) JOINED
  • French Republic (Kuggy) JOINED
  • Spanish State (coolmint204) JOINED
  • Republic of Italy Future Member
  • Republic of Malta (Mole Boy)
  • Republic of Cyprus Future Member
  • Hellenic Republic Future Member
  • People's Democratic Republic of Algeria JOINED
  • Arab Republic of Egypt (Janiszewski)
In addition, we invite the following states to join as well, as although their waters are not under immediate threat, the continued pollution of the Mediterranean Sea will undoubtedly affect them too.
  • People's Republic of Albania (Maple)
  • Lebanese Republic Future Member
  • Principality of Monaco
  • Kingdom of Morocco (Operafan0301)
  • Portuguese Republic (As a state closely linked to the Mediterranean)
  • Syrian Arab Republic (Makao) JOINED
  • Tunisian Republic Future Member
  • Republic of Turkey (Ofarrell1998)
  • Socialist Federal Republic of Yugoslavia (Noth)
  • United Kingdom of Great Britain (Red John - On behalf of Gibraltar) JOINED
  • Vatican City State (Nihilist Comedy Hour - As having its waters tied to the Mediterranean by river)
  • Republic of San Marino (As above) Future Member
We would also gladly accept other countries, especially those of the Black Sea (Bulgaria, Romania, the USSR, etc.) as observers.

The Kingdom of Spain accepts the invitation, for it is of utmost importance for the future of the Mediterranean Sea, that this issue is addressed as soon as possible, with cooperation between various countries, especially those that border the Mediterranean.

Italy, Tunisia, Greece, Cyprus, San Marino and Lebanon express concerns about working with Libya owing to what they consider a recent record of subversion abroad and erratic behavior at home. They may be willing to join in a few years if Libya continues to normalize its diplomatic behavior to better accord with international law.

Monaco expresses no interest.

Algeria is willing to join.
