In real life the DPRK sent advisers to the North Vietnamese, as did the Soviets and Chinese. I'd also imagine constant bombing undermined the North's combat ability a bit.

I understand that the UN commissioner votes end when the secretary general decides. When do resolution votes end? (I am in specific thinking of the resolution to embargo South Africa in this regard)

As a request, could we have a player list somewhere seeing as the one in the reservations thread will no longer be kept up to date? It's very useful having an easy reference of which countries are PCs and who is playing them.

Another question. When the UN passes a resolution to promote, for example, education in an area do the benefits of that resolution begin immediately upon the resolution being passed or at the beginning of the next turn?
