Here is a discussion on the future of Iraq to be discussed by the Security Council.

I feel that we need to base any future form of government on the following pillars.

1: Equal representation for each of Iraqs citizens regardless of religion or ethnicity, this is aimed to redress the balance caused by the long Ba'ath domination of the political process. Robust protections in all organs of the state to ensure that everyone feels treated fairly regardless of these factors.

2: Increased local autonomy for the major groups of Iraq. Iraq must remain as one country in order that it might not be a weak state that can be bullied by other states, but we have to recognise the desire among some groups for autonomy in their own affairs.

3: An obviously clean and corruptionless election process to take place as soon as is practical within the country.

There are also the following matters that will need to be discussed as part of the domestic future of Iraq:

1: Who tries Saddam Hussein and his lieutenants after his apprehension, he has committed crimes against Syria, Iran and the Iraqi people, all of whom will doubtless have an interest in seeing justice to be done.

2: How best to rebuild Iraqs economy from the ravages of war so that it can feed its people and pay its debts.

3: The resolution of Iraqs outstanding border disputes with Iran.

4: The dismantling of Saddams WMD's and ensuring that the Osirak reactor is put permanently out of action for military purposes.

Saddam will be tried by an International Criminal Tribunal.

Iraq will need to decide on how its government will function before an election can be held. In light of the numerous religious and ethnic divisions in the country, I would suggest regional representatives to form a council requiring a 70% super-majority to decide on the future constitution, to ensure they have to achieve some level of consensus.

To what extent are you planning to dictate the initial form that Iraqs government will take so it can then reform itself? We will need to ensure representation of all the people in this process.

I wasn't proposing a referendum, as it should not be necessary if the original assembly is representative.

I could support that proposal however, with the added contingency that the representative body should be re-elected if the referendum fails, and the requirement for the representative body to achieve a super-majority approval of 70% of the representative body on any constitution drafted(The referendum itself should be a flat 50%).

I figured it'd be a good 2nd step to do a referendum to ensure it is Iraqi will. But at any rate, I will now be accepting applications for leadership of the civillian administration organization of Iraq. They will work alongside the USSR who is the leader of the UN military part. Ussr may not apply for this position. I hope we have a diverse range of candidates, I'll decide by this time in 24 hours.
