Relentless aggression against us, including from Communist China, has indefinitely delayed our re-signing of the NPT.

We are proud to announce that our missile defense programs, which include 400km range Chinese ICBMs, are fully operational and hopefully will act as a deterrent against an impending a Communist-backed Syrian-Iranian invasion.

We congratulate Saudi Arabia for prompting a new arms race in the middle-East.

Regarding the leaving of the treaty:
QUOTE
Article X allows a state to leave the treaty if "extraordinary events, related to the subject matter of this Treaty, have jeopardized the supreme interests of its country", giving three months' (ninety days') notice. The state is required to give reasons for leaving the NPT in this notice.

We do believe, and please speak up if we are incorrect, that Saudi Arabia gave no notice. Not only did they not give any notice (again, to our knowledge), they conducted tests mere hours after withdrawing from the treaty.

China would suggest the UNSC put forth a proposal calling for Saudi Arabia to subject themselves to an IAEA inspection, as well as either calling for Saudi Arabia to once again re-sign the treaty, or to call for negotiations.

A failure to act now not only would irreparably damage the integrity of the UN and UNSC, but also create immense instability in the middle-East.

We will allow investigations into our missile programs and re-sign the npt if the unsc takes serious action against the Syrian regime, holding them accountable for their crimes and putting forth a reasonable political solution. We have broken no laws and have a right to defend ourselves against a global Communist conspiracy that threatens the stability of the region and the world.
