The conference begins this month (October) and will also continue into November.

UNESCO has its own General Conference thread in the General Assembly forum area which can pass condemnation and cultural resolutions. These resolutions cannot be vetoed.

Resolutions condemning a country work the same as UN General Assembly condemnations, with the differences being that they can only be applied to UN members. Only one country can be condemned each General Conference meeting. A UN member can withdraw from the activities of UNESCO, making it unable to participate in the General Conference but also preventing a condemnation or cultural resolution from being made on said country.

Cultural resolutions are applied to a specific UN-member country. Up to three countries can have cultural resolutions on them passed during a meeting of the General Conference. Once passed two things happen:
* The country in question can weaken the influence of foreign countries in its cultural affairs via promoting its own, national culture.
* Any effort by that country to improve its educational facilities will be cheaper and take less time.

As head of UNESCO France would like to declare the conference ope and encourage submissions from the delegates for the cultural resolutions. We have received inquiries in private about resolutions targeting South Africa and the Islamic Republic of Iran and would like to invite their delegates to speak.

To aid that end we would like to open the conference with two votes.

The ANC would like to put a proposal to form the International Institute for Capacity Building in Africa (IICBA), we recommend the city of Johannesburg to host this new agency.

The mission statement is thus:

    To address the educational, technical and professional needs of Africa in teacher development, school leadership and management;
    To bring to African institutions the latest research and development in education globally;
    To enhance the capacity of Africa’s teacher education institutions;
    To further the use of technological improvements in teacher development, such as the use of the electronic media in teacher education;

    To enable African education to benefit from work done by our partners by providing a forum for sharing experiences in the above areas.

This legislation would help not only South Africa but all of Africa, it would give to each South African boy or girl the hope that they may make more of their lives, that they may be lawyers, doctors, or engineers, that they may drive their country towards a prosperous future where before they lacked the resources.

I should note that if South Africa and the ANC are admitted then the ANC will not exercise a vote but can still present a motion as they have one they wish to present, but if south africa is not admitted then the ANC will exercise a vote if admitted.

I would like to have the point of this explained. I would have understood in the past, but with them having been legitimised as a political party and with the end of apartheid in South Africa seemingly coming to an end, I don't see why they wouldn't participate in UNESCO as part of South Africa. Once they are a regular political party in a country, giving them special international status seems to me like interfering in the politics of a country.

It is a fair point. The ANC have a specific resolution they wish to present which requires them to be a member to speak on the matter.

(If the UNESCO resolution to improve Egyptian education passes, it'd only cost Egypt 8 credits. It would increase the Egyptian government's popularity and give it 20 credits two years from now.)

If any nations would consider supporting recently-independent Lithuania in shaking off foreign influences and promoting its unique, ancient, domestic culture through UNESCO, we would greatly appreciate such an effort.
