Well the Brazillians aren't actually commiting a crime by sailing around international waters.

The thing is, troops need supply chains and ongoing support . If Brazil wants to send a military force into Nicaraguan jungle with 180 bullets and one day of rations per soldier then good luck to them. It'll make for a very short invasion.

The USSR has no missile bases in Nicaragua, or anywhere else in the Western Hemisphere for that matter.

I think it's pretty clear what was going on, but we are staying absolutely neutral in the conflict in order to avoid escalating the situation.
