Please keep in mind one of the main functions of the P5 is to find concensus among the world's largest and most powerful nations in matters of coercive force. The more nations, and thus the more national interests we add, the more the probability increases that some resolution we would otherwise vote on is vetoed because it conflicts with a Px nation's interests.

As I said, I don't think we would be looking at increasing the number of vetoes, but I do think it is worth considering some ability to have countries more reliably represented who past voting shows are consistently wanted on the Security Council.

Libya would like to see an expansion of non-permanent membership, over the inclusion of more permanent members.

It seems inadequate to solely increase non-permanent members when nations such as India or Germany will conceivably get elected again as soon as they are eligible.

Edit: Furthermore, it doesn't seem right for a nation that represents upwards of 850 million people (over 15% of the world population at this time), the second largest in the world, to not have a constant and important voice in international matters.

Do any of the other permanent members have anything to add?
