Perhaps a treaty on nuclear proliferation? We can call it the 'non proliferation of nuclear weapons' treaty or some such.

To be clear, is this discussion about nuclear proliferation in general or about Saudi nuclear proliferation in particular?

Well, either way, Egypt expresses grave concern over the effectiveness of the Nuclear non-Proliferation treaty with the growing non-adherence of certain Middle Eastern states.

If the UN does not take effective measures to enforce the treaty, the fallback is to rely on the principle of mutually assured destruction as the only possible deterrent against nuclear attack and Egypt will have to find someway to obtain nukes for this.

Yeah huh. That's not a funny jokes. So we need Saudi Arabia to stop proliferation, and we could do alot to get them to, what with sanctions and all, but perhaps there is something they would request that would have them agree to ceasing the production and testing of nukes?

Ask the Saudis, not the council. This was a rather sudden move by Saudi Arabia and there's no discernible reason as to what is so threatening that they're willing to face sanctions and condemnations in the pursuit of a nuclear arsenal.

I would move that the Secretary General give Saudi Arabia permission to present a statement to the Security Council to explain their motivations and goals in pursuit of nuclear weapons.

We have no nuclear weapons program. We have maintained a missile defense program for several years without complaint. Our withdrawal from the NPT is a signal to Syria that we will not be intimidated and will defend our land by whatever means necessary. Our actions are legal and purely defensive in nature.

Syria has openly threatened us in the NAM subforum:
QUOTE
Saudi Arabia has lied to the international community, yet no condemnation or any sanctions. We defend the right of people to choose their beliefs and we get scorned by everyone. Anything that happens to Saudi Arabia in the future is their responsibility.

The UNSG has sanctioned Syria's belligerence against Iraq, and we will not be insulted by them in simply pursuing defensive measures against Syria's overt threats us, when it has been proven by their actions that they will pursue whatever means to conduct their belligerent foreign policy, with UN sanction. France and the USA have our trust and we have invited them to investigate our missile program.

Why is there no discussion of action against Syria or USSR, when they have been openly arming terrorists in Iraq? It is this open and shameful partisanship on the part of the supposed representatives of the international community that has led us to take defensive measures. We will not stand down until serious action is taken against Syria.

Then Saudi Arabia will be subject to whatever consequences result from the withdraw from the NPT. If the USA and France, as you claim to trust, fail to take action, China believes that a nuclear arms race on the Middle East is inevitable.

We have edited our post, please reread.

Do not threaten us. If an arms race breaks out because of the UN's pathetic behavior regarding Syria, that is hardly our fault.

We will offer no further comment until discussion of action against Syria begins. Until then, we will continue to bolster our national defenses as we fear Syria is planning to stage terrorist attacks or an outright invasion of our nation.

We are merely stating facts. Egypt has already had the gall to ask the IMF to finance such endeavours.

What of Iran? Syria? Iraq?

We would like to clarify regarding recent rumors; it was never the intent to use IMF funds to finance a nuclear weapons program. We were consulting with the body about the future of ERSAP if an Egyptian nuclear weapons becomes necessary.

We will confirm that the IMF was vehemently opposed and we have heeded their advice.

We will be exploring other options in the mean time.
