Ending Indentured Servitude of Farmers

RECOGNIZING that the Farmers of America are living in a state of de facto debt slavery;
COMMITTED to the end of rural servitude to the large corporations of the food industry;
EXPANDING the Peonage Act of 1867;
AN ACT to free the farming community of peonage to multi-national, international, Global, or Transnational companies.

Section 1 Establishing A Department
1. The US congress hereby establishes the Anti-Peonage Department.
2. The APD shall authorize all new contracts and contract terminations between farmers and corporations with the purpose of preventing the food corporations from putting the farmers of the United States in a position debt peonage.

Section 2 Preventing Agency Capture
1. The farmers of America will have the authorization to terminate the employment of APD officials, if they feel the farm corporations have initiated Agency Capture against the APD, through a ballot measure all officials not required by congress to confirm the appointment may appear on.
2. No official may be a former employee nor prospective employee to a food corporation at any point in their lives.

Section 3Ending Debt Bondage.
1. All debts 7 years old or older that are imposed on farmers by corporations shall be forgiven in full.
2. All debts owed by farmers under 7 years old shall be subsidized by the government, the funds of which shall be collected through a profit tax on the food corporations, and income and long-short-term capital gains tax to the necessary dollar amount to meet subsidization requirements.
3. All future debts owed by a farmer imposed on them by corporate requests for changing farm infrastructure or alternate farm techniques shall not exceed 3 times the farmer's annual income, the rest of the cost born by the corporation.

Section 4 Freedom to Farm
1. No corporation is allowed to penalize farmers for refusing to construct farm infrastructure or use farming techniques that the corporation wants the farmer to use, with loss of a contract.
2. All farmers, should they find they have entered into a peonage relationship, will be able to invoke section 3 of this act to free themselves.
